About the role

Responsibilities

  • Build HR infrastructure from the ground up, including policies, procedures, systems, and organizational structures for a new manufacturing facility.
  • Lead full life-cycle recruitment for all exempt and non-exempt positions, including high-volume hourly hiring.
  • Design and execute workforce planning and hiring strategies to support the manufacturing launch.
  • Establish and manage the Applicant Tracking System (ATS) and develop sourcing strategies using Boolean search and LinkedIn Recruiter.
  • Develop university and community college partnerships to build a local talent pipeline.
  • Ensure OFCCP/EEO compliance across all recruitment and HR practices.
  • Resolve complex employee relations issues and manage hourly absenteeism and factory turnover.
  • Administer PTO, attendance, and various leaves of absence (FMLA, ADA, etc.).
  • Partner with leadership to drive business results and implement training to improve leadership capability.

Requirements

  • Bachelor's degree or equivalent years of experience.
  • 10+ years of progressive HR experience.
  • 5+ years of experience in a manufacturing environment.
  • Proven experience leading high-volume full life-cycle recruiting.
  • Hands-on experience with ATS administration (e.g., Workday, Taleo).
  • Strong knowledge of OFCCP/EEO compliance requirements.
  • Proficiency in LinkedIn Recruiter, Boolean search, and Microsoft Office.
  • Experience with HRIS and human resources laws.

Preferred Qualifications

  • Master's degree.
  • Experience in startup or new manufacturing site setup.
  • Knowledge of Virginia/Norfolk area labor laws.
