Head of Service – Adult Social Care Operations

Responsibilities

• Provide strategic direction and operational oversight for Adult Social Care services, specifically focusing on Early Resolution (front door) and Safeguarding.
• Drive quality, safeguarding, and continuous improvement across key service areas.
• Empower managers and teams through a coaching and motivational leadership approach.
• Collaborate with the Adult Social Care senior leadership team, health partners, and the wider Council.
• Deliver transformation and embed change within a constantly changing environment.
• Ensure the delivery of flexible, efficient, and high-quality services using a strength-based practice model.

Requirements

• Significant leadership experience in Adult Social Care safeguarding and quality with a proven impact on practice.
• Deep knowledge of the Care Act, MCA/DoLS, and safeguarding statutory guidance.
• Strong audit, governance, and continuous improvement skills.
• Proven ability in performance management, using data and insight to improve service quality.
• Excellent stakeholder management and communication skills to build multi-agency partnerships.
• Ability to lead complex risk management and workforce planning.
