Head of Programme Delivery

Responsibilities

• Define, own, and maintain standard waterfall and stage-gate delivery frameworks, artefacts, and governance models.
• Ensure consistent and disciplined execution of waterfall programmes across D&T Pillars, Platforms, and Services.
• Lead, manage, and develop a team of professional Project Managers, setting capability standards and coaching models.
• Ensure all programmes achieve clearly defined business outcomes, success measures, and benefits realisation.
• Design and operate robust programme governance structures for complex or business-critical initiatives.
• Manage programme budgets, forecasts, risks, issues, and inter-programme dependencies in partnership with Finance.
• Act as a trusted delivery partner to senior D&T and business stakeholders, providing transparent communication on status and risks.

Requirements

• Extensive experience leading large-scale D&T programmes using waterfall or stage-gate methodologies.
• Proven accountability for delivery frameworks, governance, and assurance.
• Demonstrated experience leading and developing teams of Project Managers.
• Strong expertise in managing delivery risk, dependency modelling, and recovery scenarios.
• Excellent senior stakeholder engagement and communication skills.
• Relevant delivery certifications such as PRINCE2, PMP, or equivalent.

Preferred Qualifications

• Experience operating alongside Agile and hybrid delivery models at an enterprise scale.
• Background working within regulated, complex, or business-critical environments.
• Strong financial and commercial delivery awareness.
• Experience working within Delivery Excellence or transformation functions.
