Head of Bid & Cost Management

Responsibilities

• Manage the Tender Quality Costs Delivery Performance (QCDP) commitment for bids from appointment through to the Tender Transfer Meeting (TTM).
• Deliver winning proposals with defined scopes, accurate QCDP commitments, and timely submission within tender budgets.
• Support Project Managers in preparing the First Financial Project Review (FPR0) and closing open bid management actions.
• Support Tender Leaders in preparing Win & Loss analyses.
• Manage the pre-tendering phase and ensure compliance with Alstom rules and instructions.
• Define bid operational strategies and propose offered solutions.
• Manage the tender team and budget according to the Tender Costs Authorization Process.
• Conduct risk and opportunity reviews and manage QCD optimization.

Requirements

• Master’s degree in Engineering.
• Over 10 years of experience in Project or Bid Management.
• Strong background in costing, planning, and risk management.
• Proven experience managing medium and highly critical bids.
• Knowledge of Alstom processes, including "Golden Rules" and E&C compliance.
• Strong understanding of financial, contractual, and legal aspects related to costing.
• Excellent communication, negotiation, and reporting skills.
• Ability to manage teams effectively under stressful conditions and tight deadlines.
