General Procurement Manager IT

Responsibilities

• Act as the primary point of contact for all IT procurement within the Rail programme
• Coordinate IT procurement tasks with the Supply Market Team and create procurement plans
• Manage a supply chain team and oversee supplier selection and contract execution
• Ensure all procurement activities comply with EU Procurement Directives and Irish National Regulations
• Manage the end-to-end tender process, including preparing briefing packs, questionnaires, and evaluation panels
• Maintain contract registers and ensure efficient operation of the purchase-to-pay system
• Provide monthly procurement progress reports to the General Procurement Lead and project controls

Requirements

• Experience in public sector e-procurement and navigating regulatory constraints
• Proven experience managing teams for procurement or assurance purposes
• Background in procurement and contract management within construction, engineering, or safety-critical environments
• Thorough understanding of EU Procurement Directives and Irish National Regulations
• Expertise in drafting complex commercial agreements and bespoke contract terms
• Proficiency in Microsoft Office and business procurement management systems
• Ability to work effectively in a fast-paced, multi-disciplinary matrix environment

Preferred Qualifications

• Level 8 degree in business or a related subject matter
• Advanced Diploma in Public Procurement Law (King’s Inns)
• Professional membership such as CIPS, RICS, PMI, or similar
