Export Compliance Specialist, Senior

Responsibilities

• Monitor, analyze, and report on changes in Taiwan trade controls, sanctions, and related regulations
• Translate regulatory documents between Chinese and English for internal groups and licensing authorities
• Develop and update Qualcomm Taiwan's Internal Compliance Program (ICP) and Standard Operating Procedures (SOPs)
• Prepare and deliver export compliance training materials to senior leadership and employees
• Manage export compliance classifications, screenings, license applications, and reporting requirements in Taiwan
• Perform denied party screening and Military End User/Use (MEU) screening for business partners
• Conduct export compliance audits, prepare reports, and follow up on corrective actions
• Coordinate with external suppliers, customers, and internal business groups to ensure compliance requirements are met

Requirements

• Minimum 7 years of direct experience with Taiwan, Asia, and international export controls, sanctions, and compliance management
• Minimum of 2 years of experience as a Senior Export or Trade Compliance Specialist
• Bachelor's degree in legal, business, science, or an equivalent field
• Fluency in both Chinese and English (written and verbal) is required
• Strong project management, problem-solving, and multitasking skills
• Proficiency in Microsoft Office applications (Word, Excel, Visio, PowerPoint)

Preferred Qualifications

• Experience in the mobile and wireless semiconductor industry
• Extensive knowledge of Taiwan TITA regulatory guidelines, ICP, IVL, and export bulk permits
• Solid knowledge of EAR, OFAC, Anti-boycott rules, US ITAR, and Wassenaar dual-use/munitions lists
• Experience with customer and partner due diligence process development and management
• Experience with Trade Management Systems and Enterprise Business Solutions (Oracle, SAP, or Salesforce)
• Experience with Business Intelligence tools (Oracle BI preferred)
