About the role
Responsibilities
- Direct the strategy and day-to-day operations of the Information Technology Department to provide enterprise technology services county-wide.
- Develop and implement long-range strategic plans, IT policies, data governance, and service standards.
- Supervise, evaluate, and develop technical staff, ensuring they maintain current capabilities in emerging technologies.
- Prepare and administer the departmental operating and capital budgets.
- Advise elected officials and department heads on the secure and efficient use of technology resources.
- Develop and maintain enterprise-wide Cybersecurity Incident Response and Business Continuity/Disaster Recovery plans.
- Manage the procurement lifecycle for technology assets, cloud services (SaaS/PaaS), and external contractors.
- Serve as a strategic liaison to service users, regional partners, and technology vendors.
Requirements
- Bachelor’s Degree in Information Technology, Computer Science, Cybersecurity, Management Information Systems, Business Administration, or a closely related field.
- Six years of administrative and supervisory experience managing enterprise information technology services or infrastructure.
- Extensive knowledge of enterprise IT architecture, including hybrid cloud environments and system integration.
- Deep understanding of modern cybersecurity frameworks (e.g., NIST) and regulatory compliance (e.g., CJIS, HIPAA).
- Proven expertise in project management methodologies and fiscal management.
- Ability to translate complex technical risks into clear terms for non-technical stakeholders.
- Must possess a valid State of Iowa driver’s license.
- Ability to pass a criminal background check and drug screen.
Preferred Qualifications
- CISSP certification.
- CISM certification.
- PMP certification.
