Director of Human Services and MH/ID

Responsibilities

• Provide executive leadership and vision for the Department of Human Services, including oversight of mental health, intellectual disabilities, children and youth, and drug and alcohol services.
• Develop a structural organization for human services delivery to ensure optimal integration of services across the county.
• Administer the Erie County Office of Mental Health and Intellectual Disabilities, managing budgets, personnel, and operational areas.
• Review annual plans and budget estimates for various departmental offices and provide recommendations to the County Executive.
• Maximize State and Federal funding to support county services and ensure compliance with all applicable laws and regulations.
• Serve as the President and CEO of Erie County Care Management, Inc.
• Act as a primary liaison between the Human Services Department and the County Executive, County Council, and the Court of Common Pleas.

Requirements

• Bachelor’s degree in human services, social work, psychology, sociology, public health, public administration, business administration, behavioral health, or a closely related field.
• Minimum of seven years of progressively responsible professional experience in human services or behavioral health.
• At least three years of experience in the planning, development, or administration of mental health or intellectual disability services.
• Minimum of five years of supervisory, managerial, or executive-level experience overseeing professional staff, budgets, or multi-program operations.
• Ability to obtain and maintain Pennsylvania criminal, child abuse, and FBI fingerprint clearances.

Preferred Qualifications

• Master’s degree in a relevant field such as Social Work, Public Administration, or Public Health.
• Senior leadership experience within a Pennsylvania county human services agency or a similar state-supervised system.
• Demonstrated experience working with elected officials, courts, and state oversight agencies.
• Expertise in strategic planning, complex budget management, and state/federal funding streams.
