Director of Digital Equity

Responsibilities

• Develop and implement the City's Digital Equity Strategic Plan
• Establish annual goals, objectives, and performance measures
• Oversee all Digital Equity programs and initiatives
• Oversee the City's Digital Navigator Program
• Build and maintain strategic relationships with City Council, universities, nonprofits, and broadband providers
• Manage budgets, fiscal administration, and multi-disciplinary staff
• Serve as the primary executive representative for Digital Equity initiatives

Requirements

• Bachelor's degree in Public Administration, IT, Community Development, or related field
• Minimum 7 years of leadership experience in program management or digital inclusion
• Minimum 3 years of supervisory experience managing a team of 5 or more
• Experience managing complex programs and budgets
• Demonstrated experience working with diverse communities
• Must become a City of Philadelphia resident within six months of hire

Preferred Qualifications

• Master's degree in Public Administration, Public Policy, or related field
• Experience leading digital equity or broadband access programs at a city or state level
• Familiarity with federal programs like BEAD, ACP, or Digital Equity Act grants
• Proficiency in program evaluation and data-driven decision making
• Bilingual or multilingual skills
