Director of Application Development

Responsibilities

• Provide strategic and operational leadership for all application development initiatives within the Information Technology Bureau
• Partner with the Deputy CTO and Product Manager to prioritize platform enhancements and modernization projects
• Supervise the Application Development team, including developers and engineers
• Define and enforce coding, documentation, testing, and deployment practices across .NET, Azure, and Power Platform
• Lead architectural planning for cloud and on-premises solutions ensuring compliance with security and accessibility standards
• Establish a comprehensive Quality Assurance (QA) framework for cross-product testing
• Manage vendor relationships, service-level agreements, and associated budgets
• Support recruitment, onboarding, and professional development for technical staff

Requirements

• Must be permanent in the Civil Service title of Computer Systems Manager or reachable on the current Computer Systems Manager Civil Service list #4035
• Bachelor's degree in Computer Science, Information Systems, Engineering, or related field
• Minimum of 10 years of progressively responsible IT experience
• At least 5 years in leadership of application development or architecture
• Experience with .NET, Azure, and Power Platform
• Knowledge of OWASP Top 10 security standards and ADA/WCAG accessibility standards
