About the role
Responsibilities
- Provide overall management responsibility for the Land Administration Division, overseeing Crown land administration, acquisitions, and disposals.
- Offer expert advice and guidance to managers regarding complex land transactions and formal documentation.
- Propose and develop modernized draft legislation, regulations, and policies related to Crown land administration.
- Direct the financial and resource management of the Division, including budget management.
- Lead strategic planning and operational processes to streamline land acquisition and disposal workflows.
- Manage and monitor contracts with external service providers such as appraisers, lawyers, and surveyors.
- Develop service level agreements (SLAs) and Memoranda of Understanding (MOUs) for affiliated departments.
Requirements
- Post-secondary degree, preferably in Law or Public Administration.
- Minimum of five years of experience in real estate transactions and real property law.
- Detailed knowledge of Nova Scotia land legislation (e.g., Crown Lands Act, Land Registration Act, Expropriation Act).
- Proven leadership experience managing teams of managers, technical, and administrative staff.
- Demonstrated experience in budget management.
- Strong verbal and written communication skills with the ability to work collaboratively with senior officials and stakeholders.
Preferred Qualifications
- Experience and knowledge of Indigenous consultation and the role of the Crown.
- Demonstrated ability to use the LEADS Leadership Framework to manage in an inclusive environment.
