Director, Business Development

Responsibilities

• Lead Foreign Military Sales (FMS) pursuit activities across the MENA region
• Identify, qualify, and develop FMS opportunities in UAE, Qatar, Bahrain, Oman, Kuwait, Morocco, Jordan, and KSA
• Build and sustain senior-level relationships with partner-nation Ministries of Defence and military services
• Serve as the primary advocate within the U.S. interagency, including DoS, DSCA, and OuSD(P)
• Monitor Qualitative Military Edge (QME) adjudications and security cooperation policy
• Provide market intelligence on partner-nation defense budgets and procurement priorities
• Partner with internal capture, proposal, and legal teams to ensure FMS and ITAR/EAR compliance

Requirements

• Bachelor's degree in International Relations, Political Science, Business, or Engineering
• 5+ years of experience in defense business development or security cooperation supporting FMS
• Demonstrated expertise in the FMS life cycle (P&A, LOA development, and execution)
• Established relationships with DoS, DSCA, and OuSD(P) personnel
• Active U.S. Secret clearance
• Ability to travel internationally approximately one week per month
• Valid U.S. passport

Preferred Qualifications

• Prior U.S. military, DoS Foreign Service, or DSCA service
• Experience managing high-value FMS cases exceeding $100M
• Arabic language and cultural familiarity
• Familiarity with U.S. arms transfer policy (AECA Section 3)
• Experience with Direct Commercial Sales (DCS) structures
