Deputy HSE Manager - MEP

Responsibilities

• Act as the primary HSE focal point for all MEP construction, testing, pre-commissioning, and commissioning activities.
• Lead and manage the MEP HSE team, including subcontractors and JV partners, ensuring appropriate resource allocation.
• Develop, implement, and enforce MEP-specific HSE procedures, risk assessments, and permit-to-work systems.
• Manage high-risk activities including energisation, live electrical works, LOTO procedures, pressure testing, and confined space entry.
• Coordinate with Project, Construction, and QA/QC teams to ensure safe sequencing of works and effective interface management.
• Conduct HSE audits, inspections, and incident investigations, including root cause analysis and lessons learned implementation.
• Monitor subcontractor readiness regarding competency, training, and approved method statements.

Requirements

• Bachelor’s Degree in Mechanical Engineering, Electrical Engineering, Occupational Health & Safety, or a related discipline.
• NEBOSH International Diploma (mandatory) and Graduate IOSH certification.
• ISO 45001 and ISO 14001 Lead Auditor qualifications.
• Minimum 12 years of HSE experience, with at least 7 years specifically in MEP, infrastructure, or building services.
• Minimum 5 years in a senior HSE leadership role.
• Proven experience delivering large-scale projects within the UAE/GCC region.
• Strong practical knowledge of electrical safety, HVAC systems, and testing/commissioning activities.
