About the role

Responsibilities

  • Act as the Chief Payroll Officer for the City of New York, overseeing the disbursement of over 10 million payroll checks totaling approximately $34 billion
  • Manage Payroll Customer Service, Payroll Banking and Accounting, Pay and Deductions Analysis, and Citywide Systems Business Analysis
  • Oversee proper withholding and remittance of Federal, State, and Local payroll taxes
  • Maintain City employees’ individual earnings records and reconcile payroll bank accounts
  • Administer the City’s Transit Benefit/Commuter Benefit Program
  • Manage the disbursement of over $18 billion in pension payments through the Pension Payroll Management System (PPMS)
  • Represent New York City to the IRS, Social Security Administration, and other oversight authorities
  • Maintain and enforce uniform payroll policies and procedures

Requirements

  • Master's degree in finance, accounting, business, public administration, or a related field plus two years of professional experience, including 18 months in a managerial capacity
  • OR a Baccalaureate degree plus five years of professional experience, including 18 months in a managerial capacity
  • Experience in budget administration, accounting, fiscal research, or personnel/public administration

Preferred Qualifications

  • Expertise in IRS rules, regulations, and rulings, as well as State and local laws
  • Expert knowledge of Payroll Management System (PMS), NYCAPS, and CityTime
  • Strong analytical, organizational, and data representation skills
  • Excellent written and oral communication skills
