Cybersecurity Manager

Responsibilities

• Serve as the technical authority for OT/ICS cybersecurity for the NEOM Green Hydrogen project in Saudi Arabia
• Lead a functional team of cybersecurity engineers to ensure regulatory compliance and risk mitigation
• Strategize and implement the project cyber compliance roadmap in alignment with NCA ECC/OTCC and HCIS Sec-12
• Chair cyber oversight committee meetings and drive decisions on technology adoption
• Oversee the execution of cybersecurity scope for all Digital Technology and Plant Computing systems
• Review and approve Proof of Compliance (PoC) documents from vendors, sub-contractors, and EPC teams
• Lead the closure of Cyber Risk Assessment recommendations and address design or contract gaps
• Manage the implementation of DMZ engineering, cyber services integration, and network hardening
• Coordinate with vendors and sub-contractors to ensure successful delivery, validation, and commissioning

Requirements

• Bachelor's degree in engineering (Electronics, Instrumentation, or Automation preferred)
• 15+ years of leadership experience in ICS/OT cybersecurity on CNI-class facilities
• Deep understanding of ICS architectures including BPCS, SIS, and SCADA
• Proven experience with KSA regulations such as NCA ECC-1:2018, OTCC-1:2022, and HCIS
• Proficiency in DMZ design, firewall management (Panorama), SIEM/logging, and anomaly detection
• Advanced ICS/OT cybersecurity qualifications (e.g., ISA/IEC 62443, NIST CSF)
• Experience managing cybersecurity scope through HCIS Stage-4 milestones

Preferred Qualifications

• ISA/IEC 62443 Cybersecurity Expert certification
• CISSP, CCSP, or GIAC ICS certifications
• Vendor-specific security expertise in Palo Alto or Splunk
• Demonstrated history of delivering KSA ICS/OT cybersecurity regulatory compliance projects
