Cyber Resilience & ICT Risk Engineering Senior Manager

Responsibilities

• Drive the implementation and continuous improvement of PayPal Europe’s ICT operational resilience capabilities under DORA and related European regulatory frameworks.
• Lead complex, high-impact security governance and risk management initiatives, providing strategic direction on risk mitigation.
• Partner with infrastructure, cloud, security engineering, SRE, and product teams to strengthen the resilience of critical ICT services.
• Lead resilience testing activities, including disaster recovery exercises, cyber simulations, and tabletop exercises.
• Act as the First Line ICT risk lead for major technology changes, cloud migrations, and new product launches.
• Serve as a senior subject matter expert during cyber security incidents and coordinate regulatory notification inputs.
• Lead and guide a security risk and governance team, setting clear priorities and fostering professional growth.

Requirements

• 8+ years of relevant experience in cyber security, ICT risk, operational resilience, or technology operations.
• Bachelor’s degree in Cyber Security, Computer Science, Information Technology, or a related technical discipline.
• Proven experience operating within a First Line of Defense function or closely partnering with engineering and security operations.
• Strong working knowledge of DORA, GDPR, and European regulatory frameworks (e.g., CSSF, CNPD, ECB).
• Experience within financial services, payments, fintech, or other highly regulated technology environments.

Preferred Qualifications

• Professional certifications such as CISSP, CISM, CISA, CRISC, or ISO 27001.
• Technical background in cloud infrastructure (AWS, Azure, or GCP) and modern technology operating models.
• Experience with disaster recovery, business continuity, and cyber incident management.
• Experience engaging directly with European regulatory authorities and supporting regulatory inspections.
