About the role

Responsibilities

  • Lead the Integrated Master Schedule (IMS), Risk-Adjusted Program Cost Estimate, and Risk Management for a multi-billion dollar Federal construction program.
  • Direct cost, schedule, and risk staff, ensuring the team is adequately and competently staffed.
  • Support the development and application of Construction Management and Program Controls processes for Progressive Design Build (PDB) projects.
  • Track key performance indicators including cost, work in place, and schedule to ensure program success.
  • Identify design, supply chain, and construction risks and implement mitigation strategies within the corporate risk framework.
  • Develop and implement plans to rectify potential cost overruns, schedule delays, or significant changes in scope.
  • Provide clear reporting to management and clients regarding project milestones and conditions affecting cost or schedule.

Requirements

  • Bachelor’s degree in Engineering, Construction Management, or a related field.
  • 15+ years of experience providing life cycle program management on mega multi-billion dollar Federal construction programs.
  • Extensive experience with Progressive Design Build (PDB), CM at Risk, or other early contractor involvement delivery methods.
  • Deep understanding of CPM scheduling, cost estimating, cost analysis, and qualitative/quantitative risk analysis.
  • Strong background in Federal Government contracting, including acquisition, procurement, and pricing strategies.
  • Active Secret security clearance (TS/SCI highly preferred).
  • US Citizenship and a valid driver’s license.

Preferred Qualifications

  • Proficiency with industry tools such as Primavera P6, MS Project, Acumen Fuse, Safran Risk, or USACE MII.
  • Experience with Project Management Information Systems like Procore, Kahua, or USACE RMS.
  • Expertise in reviewing Critical Path Management (CPM) schedules and cost estimates for multi-discipline projects.
  • Experience supporting programs from an owner’s perspective, including managing PCOs, TIAs, and REAs.
