Cost Manager (Pre-contract)

Responsibilities

• Manage pre-contract cost management including cost planning, estimating, budget development, and tender documentation
• Conduct risk assessments and develop contingency budgets
• Identify cost-saving opportunities and value engineering initiatives
• Prepare regular reports on project costs and deviations from budget
• Provide expert advice on cost-effective solutions using CostX
• Collaborate with clients, design teams, and stakeholders to align on cost strategies
• Ensure compliance with regulatory requirements and industry best practices
• Support the development of cost benchmarks for the UAE market

Requirements

• Bachelor's degree in Quantity Surveying or a related field
• Minimum 4 years of progressive experience in cost management with a focus on pre-contract activities
• Proven experience in the UAE market
• Proficiency with CostX measurement software
• Knowledge of NRM, POMI, and CESMM methods of measurement
• Strong analytical and problem-solving abilities
• Excellent English communication skills

Preferred Qualifications

• Professional membership such as MRICS
