Consultor PEC - Estratégia centralizada para aquisições de Saneamento em Saúde Indígena

Responsibilities

• Formulate a centralized procurement strategy for sanitation materials to mitigate the impacts of extreme climate events on indigenous communities in the Brazilian Amazon.
• Organize coordination meetings with Sesai, DSEIs, and other key stakeholders to ensure inter-institutional articulation.
• Plan centralized procurement processes for sanitation materials to meet the common needs of the 25 Special Indigenous Sanitary Districts (DSEI).
• Conduct quantitative demand surveys and critical price analyses based on market references and efficiency criteria.
• Prepare technical documentation, including Terms of Reference, market studies, and demand formalization documents, in compliance with Law No. 14.133/2021.
• Provide technical support to Sesai in structuring and organizing centralized bidding processes.
• Develop training materials and conduct online and in-person training sessions (including up to three technical visits to DSEIs) regarding procurement strategies.

Requirements

• University degree in Environmental/Sanitary Engineering, Civil Engineering, Biology, Environmental Management, Geology, or related fields.
• Specialization in public bidding, administrative law, or related fields.
• Minimum of 2 years of progressive experience in Brazilian government procurement processes.
• Proficiency in Portuguese and one other official IDB language (English, French, or Spanish).
• Brazilian citizenship or legal right to work in Brazil without sponsorship.
• Absence of conflicts of interest regarding companies or technologies that could benefit from the procurement processes.
