Consultant - MEL & Strategy

Responsibilities

• Build and manage project plans for MEL engagements, including tracking milestones and managing multiple workstreams.
• Design MEL frameworks, theories of change, and results frameworks aligned with client outcomes.
• Develop research and evaluation designs, data collection tools, and outcome-level indicators.
• Conduct primary and secondary research to translate data into actionable insights and program strategy recommendations.
• Lead and coach a team of 2–3 Associates or Analysts to deliver high-quality project outputs.
• Identify program design gaps and implementation risks through rigorous measurement and analysis.
• Maintain comprehensive documentation of MEL frameworks and program knowledge assets.

Requirements

• 5–6 years of experience in consulting, social sector program management, research, or philanthropic advisory.
• Minimum 4 years of hands-on MEL experience with expertise in theories of change, results frameworks, and mixed-methods research.
• Proven experience in on-ground implementation, including field-based data collection and stakeholder consultations.
• Demonstrated experience leading small teams of 2–3 members.
• Strong data analytics skills and the ability to translate complex evidence into strategic decisions.
• Excellent written and verbal communication skills for engaging with senior management.
• Willingness to travel to remote locations for fieldwork, sometimes in challenging conditions.
• Postgraduate degree in Economics, Development Studies, Public Policy, or a related field is preferred.
