About the role
Responsibilities
- Lead HR transformation projects for public administrations, public establishments, and local authorities.
- Define strategic roadmaps and visions for HR, considering specific statutory, regulatory, and budgetary constraints of the public sector.
- Drive the modernization and digitalization of public HR functions, including the deployment of HRIS (SIRH) solutions and AMOA support.
- Design and implement change management strategies focused on the employee experience and evolving management practices.
- Provide specialized HR consulting on topics such as GPEEC, regulatory compliance, talent attraction, and the impact of AI on public sector roles.
- Manage project scopes, budgets, and resources while identifying and mitigating risks.
- Contribute to the development of the Public Sector Business Unit by identifying commercial opportunities and producing high-value thought leadership content.
- Mentor and support the professional development of junior and senior consultants.
Requirements
- Higher education degree from a Business School, Sciences Po, Engineering school, or equivalent Master 2.
- At least 5 years of experience in HR transformation, change management, or HR consulting.
- Significant experience working within the public sector or with public sector clients.
- Deep understanding of the institutional, statutory, and budgetary environments of the public service (State, territorial, or hospital).
- Proven expertise in HR digital solutions and HRIS AMOA (requirements gathering, specifications, testing, and deployment).
- Excellent oral and written communication skills in French.
- Strong analytical skills and a proactive approach to innovation and emerging trends.
