Consultant Manager Digital Transformation - IT Project Management (AMOA) Public Sector

Responsibilities

• Lead digital transformation projects for public administrations, including process dematerialization and improving citizen experience.
• Define and structure business needs by facilitating workshops and drafting detailed functional specifications.
• Advise public decision-makers on digital strategies and roadmap development.
• Identify emerging technological trends such as AI, open data, cloud, and smart cities to propose tailored solutions.
• Drive business development by identifying opportunities, responding to public tenders, and drafting proposals.
• Manage and mentor a team of consultants, overseeing their professional development and mission supervision.

Requirements

• Master's degree (Bac+5) from a Business School, Engineering School, or University.
• Minimum of 5 years of experience in consulting or specialized digital transformation/IT AMOA roles.
• Proficiency in project management methodologies, including Agile (Scrum, SAFe) and traditional frameworks (Prince2, ITIL, PMP).
• Strong knowledge of public sector IT governance, including system interoperability, APIs, and data repositories.
• Advanced proficiency in data tools, specifically Excel and Power BI.
• Excellent collaborative skills with the ability to interact with diverse stakeholders, including public officials and unions.

Preferred Qualifications

• Experience working specifically with public sector administrations or healthcare institutions.
• Knowledge of urbanizing information systems and large-scale digital architecture.
