Construction Program Manager - Cost Specialist

Responsibilities

• Lead cost management processes across large-scale capital construction programs
• Establish and maintain project cost baselines, budgets, and funding structures
• Monitor commitments, actuals, forecasts, and estimate-at-completion (EAC)
• Perform cost variance analysis and implement mitigation strategies
• Deliver forecasting, cash flow analysis, and executive-level reporting dashboards
• Partner cross-functionally with GFAC, Finance, and Procurement to ensure alignment on financial performance
• Ensure compliance with cost governance, controls, and audit readiness standards
• Drive continuous improvement through automation, analytics, and AI-enabled reporting capabilities

Requirements

• Bachelor’s degree in Engineering, Construction Management, Finance, Business, Data Analytics, or related field
• 5+ years of experience in construction cost controls, capital financial planning, or financial analysis
• Strong knowledge of budgeting, cost accounting, and financial reporting principles
• Demonstrated analytical skills with the ability to interpret complex data and present actionable insights
• Effective communication skills with the ability to influence partners and leadership

Preferred Qualifications

• Experience supporting large capital projects in semiconductor, advanced manufacturing, pharmaceutical, or oil & gas industries
• Proficiency with data visualization tools such as Power BI or Tableau
• Experience with SQL or data management for cost analytics
• Track record of modernizing processes through automation and data-driven insights
• Professional certifications such as AACE, CCM, RICS, or PgMP
