Chief Programs Officer

Responsibilities

• Provide strategic leadership and vision for all service programs, ensuring alignment with the mission to end homelessness.
• Oversee emergency shelter, outreach, rapid rehousing, and permanent supportive housing initiatives across multiple counties.
• Lead program design, implementation, and continuous improvement using trauma-informed and evidence-based practices.
• Drive a culture of data-informed learning, overseeing program evaluation, compliance, and outcome measurement.
• Ensure all programs meet contractual goals, grant deliverables, and regulatory requirements, including CARF and funder audits.
• Partner with the CEO and senior leadership to implement strategic plans and operational goals.
• Manage program budgets in collaboration with the Finance team and identify new funding opportunities.
• Foster a diverse, equitable, and inclusive workplace culture that centers lived experience.

Requirements

• Bachelor's degree in Business, Social Services, Public Administration, or a related field.
• 10+ years of leadership experience in social services, including program operations and compliance.
• Deep understanding of homelessness systems of care and housing-first models.
• Strong knowledge of CARF, HMIS, and Medi-Cal billing.
• Proficiency in Microsoft Office Suite and data/reporting tools.
• Valid California driver license and ability to drive to various program sites.
• Ability to maintain criminal and credit records clearance.

Preferred Qualifications

• Master's degree in a relevant field.
• Experience scaling programs across multiple sites in a high-growth nonprofit environment.
• Demonstrated success in managing complex, multi-site social service programs.
