Chief Grants and Contracts Officer

Responsibilities

• Lead the pre-award review process for all funding opportunities, assessing compliance, risk, and administrative burden
• Review and approve grant and contract agreements, assessing legal terms and organizational liability
• Set and enforce standard operating procedures across the full grant lifecycle
• Provide functional oversight of Department Operations Managers and serve as a compliance escalation point
• Oversee the award activation, onboarding, and closeout processes
• Directly supervise and develop the central CGCO team staff
• Drive the implementation of the Contracts and Grants Management Framework

Requirements

• Bachelor’s degree in public administration, finance, law, nonprofit management, or a related field
• 10+ years of experience in grants and contracts management or compliance in a nonprofit or government setting
• Deep knowledge of federal and state funding regulations, including Uniform Guidance (2 CFR Part 200)
• Experience managing complex portfolios of public grants and contracts
• Strong command of allowable cost principles, budget development, and indirect cost structures
• Experience reviewing, negotiating, and executing grant and contract agreements
• Proven experience in direct staff supervision and performance management
• Strong written and verbal communication skills

Preferred Qualifications

• Experience managing a cumulative portfolio of $50 million or more in active public funding
• Background in federally funded programs and pass-through grants
• Experience with Asana, Sage Intacct, or Salesforce
• Familiarity with California environmental or community development funding landscapes
• Experience building a compliance function from the ground up
• CGMS, CO, COR, or equivalent professional credentials
