Chief Executive Officer, Public Health Operations

Responsibilities

• Provide executive oversight and administration across clinical services, public health programs, and EMS operations.
• Lead public health readiness initiatives and emergency response planning.
• Guide strategic planning and policy development in alignment with Board priorities.
• Oversee fiscal operations, compliance, and program performance, including HRSA requirements.
• Direct grant strategy, including applications and reporting to federal, state, and private funders.
• Build and sustain productive relationships with healthcare providers, local governments, and community stakeholders.
• Lead organizational restructuring and establish consistent operating standards and accountability.

Requirements

• Bachelor’s degree in business or administration plus 7+ years of management experience in a health services organization, OR a Master’s degree in Public Health/Healthcare Administration plus 5+ years of management experience.
• Strong financial and budget management capability, including grant formulas and funding allocations.
• Demonstrated knowledge of HRSA programs, requirements, and sub-grant management.
• Proven experience in grant application and reporting to various funding agencies.
• Experience addressing public health and community health issues.
• Valid Texas driver’s license (or ability to obtain one upon hire).
• Strong ethical standards and commitment to HIPAA and confidentiality.

Preferred Qualifications

• Seven or more years of progressive executive management experience within a public health or community health center.
• Background in nonprofit or government healthcare operations.
• Direct experience overseeing outpatient clinics or Federally Qualified Health Center (FQHC) operations.
• Familiarity with IT governance and organizational cybersecurity oversight.

• Salary: $200,000 to $220,000, commensurate with experience.
