Responsibilities

• Lead the company’s MAS Major Payment Institution licence application and act as the senior accountable executive for regulated operations in Singapore.
• Serve as the primary point of contact for MAS, ensuring transparent and constructive regulatory engagement.
• Drive Singapore business strategy, including market entry, product roadmaps, commercial partnerships, and regional expansion.
• Build and manage a high-quality local management team across compliance, operations, finance, technology, and risk.
• Establish a robust governance framework, including management committees and Board reporting.
• Oversee the design and implementation of the Singapore operating model, ensuring regulatory requirements are embedded into all systems and workflows.
• Ensure commercial growth is pursued in a disciplined manner that maintains high standards for safeguarding, AML/CFT, and operational resilience.

Requirements

• 15+ years of professional experience, including senior leadership roles in payments, banking, fintech, or regulated financial services.
• Proven track record as a CEO, Country Manager, COO, or equivalent senior executive in a regulated environment.
• Extensive experience engaging directly with financial regulators, preferably MAS.
• Deep understanding of the Payment Services Act, AML/CFT requirements, and safeguarding of customer monies.
• Demonstrated experience building or scaling a regulated business, including managing people, budgets, and banking relationships.
• Strong commercial judgment combined with a disciplined approach to regulatory and operational risk.

Preferred Qualifications

• Degree in finance, economics, business, law, or a related field.
• MBA or equivalent senior management qualification.
• Professional certification in compliance, risk management, or digital assets.
• Prior exposure to digital asset regulation, blockchain analytics, or stablecoin settlement.
