About the role
Responsibilities
- Strategize, grow, and implement WRA’s CEI practice in Northeastern Florida from the Jacksonville office
- Develop and advance existing teaming partner and client relationships with FDOT and local governments
- Support business development efforts and lead teams in pursuing new CEI opportunities
- Prepare technical proposals, Letters of Response, CEI scopes, and budgets for submission and negotiation
- Oversee the hiring, training, mentoring, and retention of CEI staff
- Manage contracts and perform technical assignments on Design-Build and Design-Bid-Build projects
- Ensure high quality of work, client satisfaction, and accurate invoice review
Requirements
- Minimum 10 years of FDOT Construction Engineering Inspection (CEI) or Construction Management (CM) experience
- Extensive knowledge of roadway and bridge construction management in Florida
- Proven experience in business development, client services, and proposal writing
- Demonstrated experience managing personnel and building technical teams
- Strong oral and technical writing skills for client interviews and construction progress reports
- Proficiency in Microsoft Office applications (Teams, Outlook, PowerPoint, Word, Excel)
- Ability to manage multiple projects, scopes, and fee estimates simultaneously
Preferred Qualifications
- 4-year BS degree in a relevant engineering or construction discipline
- Certified Construction Manager (CCM) designation
- Experience as a Senior Project Engineer or Project Administrator on FDOT projects
- Proficiency in Primavera P6, MS Project, or PSP certification
- Experience with CPM scheduling, constructability reviews, and claims analysis
- Experience with utility projects (public, IT/fiber, and private dry utilities)
