Business Development Specialist - Technical Proposals

Responsibilities

• Lead the technical writing and coordination process to deliver high-quality, compliant, and competitive technical proposals
• Review RFP, RFQ, and tender documents to extract requirements, compliance criteria, and key deliverables
• Draft, edit, and finalize technical sections of proposals to ensure clarity, accuracy, and persuasiveness
• Collaborate with subject matter experts (SMEs), project managers, and internal teams to gather technical content
• Prepare compliance checklists to ensure every submission meets all client specifications
• Maintain a library of standardized technical content, case studies, and best practices for future reuse
• Ensure consistent branding, formatting, and messaging across all proposal documents
• Manage proposal timelines to ensure polished submissions are delivered within strict deadlines

Requirements

• Bilingual proficiency in both Arabic and English is mandatory
• Minimum of 3 years of experience in technical proposal writing
• Proven experience working with government or semi-government clients in Saudi Arabia
• Advanced proficiency in Microsoft Word, PowerPoint, and Excel
• Familiarity with government procurement portals, such as Etimad
• Strong analytical skills with the ability to translate technical inputs into compelling narratives
• Ability to work effectively under pressure and manage multiple simultaneous deadlines
• Based in Riyadh, Saudi Arabia
