About the role
Responsibilities
- Identify, qualify, and develop public sector advisory opportunities across the GCC
- Build and maintain strong relationships with procurement officials, client teams, and delivery partners
- Maintain an up-to-date opportunity pipeline and support leadership visibility on bid status and regional trends
- Monitor procurement portals such as Etimad to coordinate early engagement
- Conduct market and competitor analysis to inform pricing and strategic decision-making
- Lead and coordinate high-quality proposal submissions ensuring compliance with client requirements
- Work across internal technical, legal, and finance teams to produce well-structured bids
- Champion business development best practices including knowledge management and proposal libraries
Requirements
- 5-7+ years of experience in business development, proposal management, or government advisory
- Demonstrated success in winning and onboarding public-sector advisory projects in the GCC
- Proven understanding of government procurement systems like Etimad
- Experience working with government ministries, sovereign entities, or multilateral institutions
- Exceptional written communication and proposal development skills
- Strong commercial and analytical acumen
- Proficiency in using CRM or pipeline tracking systems
- Fluency in written and spoken English and Arabic

- Strong grasp of market trends and policy priorities shaping government reform across the GCC
