Responsibilities
- Provide executive leadership and strategic direction for all agency human resources functions
- Serve as a trusted advisor to senior leadership on workforce strategies and succession planning
- Direct recruitment, hiring, onboarding, retention, and leadership development initiatives
- Oversee core HR operations including personnel administration, payroll, and leave administration
- Ensure compliance with employment laws, civil service rules, and collective bargaining agreements
- Leverage HR data and technology to improve decision-making and streamline operations
Requirements
- Must be permanent in the Administrative Staff Analyst title or reachable on specific DDC promotional/open-competitive lists
- Master's degree and 2 years of professional experience (including 18 months in a managerial capacity) OR equivalent combination of education and experience
- Experience in personnel administration, labor relations, or human resources management
- Authorized to work full-time in the United States without sponsorship
