About the role
Responsibilities
- Provide senior operational leadership for a complex public health organization, overseeing departments, programs, and approximately 251 employees.
- Support budget planning, resource allocation, and financial oversight across the organization.
- Lead or co-lead public health preparedness, disaster response, and emergency management initiatives.
- Oversee daily operations for assigned departments to ensure consistent service delivery and regulatory compliance.
- Direct grant management activities, including HRSA and other federal and state grant applications and reporting.
- Collaborate with the Executive Director on Board of Health governance, including reports and presentations.
- Build and maintain relationships with community partners, local governments, and healthcare providers.
Requirements
- Bachelor’s degree plus 6+ years of progressive senior-level managerial experience in public health or healthcare; OR a Master’s degree plus 4+ years of similar experience.
- Strong financial and budget management capability, including experience with grant formulas and funding allocations.
- Demonstrated knowledge of HRSA programs, sub-grant management, and federal funding mechanisms.
- Proven experience in public health program management, operations, and emergency preparedness.
- Experience preparing and submitting grant applications to federal and state funders.
- Valid Texas driver’s license (or ability to obtain one upon hire).
- Strong communication skills, sound judgment, and a commitment to high ethical standards.
Preferred Qualifications
- Background in nonprofit or government healthcare operations.
- Direct experience with public health services such as WIC, immunizations, infectious disease control, EMS, or environmental health.
- Familiarity with IT governance and cybersecurity oversight in a healthcare environment.
- Five or more years of public health leadership experience, including working with a Board of Health or elected officials.
