About the role

Responsibilities

  • Support the Executive Director in overall management, administration, and strategic planning across operations.
  • Oversee daily operations of assigned departments and programs to ensure service delivery and regulatory compliance.
  • Direct grant management, including HRSA and other federal/state grant applications, oversight, and reporting.
  • Monitor program performance, fiscal operations, and budget compliance across all departments.
  • Collaborate on Board of Health governance, including the preparation of reports, agendas, and presentations.
  • Lead or co-lead public health preparedness, disaster response, and emergency management initiatives.
  • Build and maintain relationships with community partners, local governments, and healthcare providers.

Requirements

  • Master's degree in Public Health, Public Administration, or related field plus 4+ years of senior management experience; OR a Bachelor's degree in a related field plus 6+ years of senior management experience.
  • Demonstrated knowledge of HRSA programs, sub-grant management, and federal funding mechanisms.
  • Proven experience in grant application preparation and managing funding agency relationships.
  • Strong financial and budget management skills, including the ability to scrutinize grant formulas and funding allocations.
  • Experience in public health program management, operations, and emergency preparedness.
  • Valid Texas driver's license (or ability to obtain one upon hire).

Preferred Qualifications

  • Five or more years of public health leadership experience, including work with a Board of Health or elected officials.
  • Direct experience with services such as WIC, immunizations, infectious disease control, EMS, or environmental health.
  • Familiarity with IT governance and cybersecurity oversight in a healthcare or public sector environment.
  • Background in nonprofit or government healthcare operations.
