Assistant Chief of Programs

Responsibilities

• Provide strategic leadership and oversight for Early Care and Education (ECE) programs
• Drive Measure C implementation, including childcare access and workforce development
• Partner with agency leadership to integrate efforts across divisions
• Utilize qualitative and quantitative data to ensure equity-centered service delivery
• Supervise senior-level staff and manage complex, multi-layered teams
• Produce high-quality policy memos, briefings, and analytical reports
• Represent the Chief of Programs in internal and external stakeholder meetings

Requirements

• Minimum 10 years of experience in program development, policy, or grantmaking
• At least 4 years of direct supervision experience
• Substantive experience in ECE, public health, public policy, or community development
• Proven track record of leading complex public policy initiatives
• Strong analytical, data, and policy writing skills
• Bachelor's degree in a related field (Master's degree preferred)

Preferred Qualifications

• Familiarity with Alameda County's ECE landscape and stakeholders
• Experience with ECE financing, subsidy systems, or licensing
• Background in management consulting, philanthropy, or state-level policy
• Proficiency with Smartsheet or similar project management tools
