Engineer - Utilities

Responsibilities

• Supervise and inspect the construction of wet and dry utilities (water, sewerage, stormwater, irrigation, HV/LV cables, street lighting, telecom, ITS).
• Ensure compliance with approved drawings, specifications, and RTA standards.
• Monitor the contractor’s work for adherence to method statements, quality plans, and safety procedures.
• Review and comment on shop drawings, material submittals, method statements, and as-built drawings.
• Witness and verify utility testing and commissioning.
• Identify and report non-conformances and ensure corrective actions are implemented.
• Coordinate with RTA, DEWA, Etisalat, DU, and other authorities for NOCs, inspections, and approvals.
• Liaise with contractor supervisors for work sequences, schedules, and conflict resolution.
• Ensure smooth diversions, protections, and tie-ins to existing networks with minimal disruption.
• Support the Resident Engineer in managing interface issues between utilities and construction.
• Maintain accurate records of inspections and construction progress.
• Prepare daily and weekly progress reports.
• Assist in preparation of punch lists and closeout documentation.
• Monitor contractor manpower, equipment, and resources for utilities work.
• Provide technical guidance to inspectors and junior engineers.
• Identify conflicts in utility corridors and recommend mitigation.
• Support value engineering reviews and resolve site issues.

Requirements

• Bachelor’s Degree in Civil Engineering or related field
• Minimum 10 years relevant utilities experience (infrastructure)
• Minimum 5 years experience in Dubai (RTA projects preferred)
• Experience coordinating with RTA, DEWA, Etisalat, DU, DM, etc.

Preferred Qualifications

• Valid UAE Society of Engineers membership
• Proven track record in Dubai RTA projects
• Experience managing multiple authority interfaces
