Associate Director - Utilities/Infrastructure

Responsibilities

• Lead and oversee organizational infrastructure strategy, design, and implementation.
• Plan work assignments, provide technical reviews, project and quality management, and support team members.
• Serve as a technical advisor within wet utilities, requiring broad multidisciplinary engineering knowledge.
• Supervise groups of engineers and technicians; coordinate activities and ensure compliance with discipline goals and project plans.
• Develop study and design procedures to facilitate high-quality, cost-effective teamwork.
• Provide input to engineering budget and schedule, perform staff performance reviews, and act as mentor.
• Monitor and track discipline/project budgets with a focus on team development and collaboration.
• Solve complex wet utilities design problems (potable water, sewage, stormwater, irrigation, district cooling, hydrology).
• Undertake hands-on design work as required; provide technical support and cross-disciplinary coordination.
• Conduct quality control reviews, prepare technical specifications, feasibility studies, and technical documentation.
• Liaise with authorities for permits, approvals, and technical discussions.
• Develop construction cost estimates and manpower forecasts; appoint resources and implement budget control.
• Act as Project Manager for mid-to-large discipline-specific projects.
• Manage client relationships; support business development, proposals, bids, and present to stakeholders.

Requirements

• Bachelor's degree in Engineering (Electrical, Mechanical, or Civil)
• Minimum 15 years experience in the utility industry
• At least 3 years of leadership experience
• Expertise in utility infrastructure, regulatory compliance, and energy efficiency
• Knowledge of smart grid technologies
• Strong project management skills
• Analytical and problem-solving skills
• Leadership and team management abilities
• Communication skills
• Technical documentation and data analysis proficiency
• Ability to work in multicultural environments
• Willingness to travel within UAE and internationally

Preferred Qualifications

• Professional Engineering (PE) license
• Experience acting as Project Manager for large-scale projects
• In-depth expertise in pressurized and non-pressurized utilities design
